THE WORLD AS YOU KNOW IT: AUGUST 28, 2009
Welcome to the World of Atlantia: This briefing is to provide you with an overview of the world as it currently exists. This is time zero for the simulation. Things will begin to change as you and your classmates start to take actions which will affect the other actors and the world as you know it.
The world as you know it
The world is in economic crisis with a recession gripping the entire globe. This recession has stopped most trade between states in the system and has significantly cut the demand for oil and energy. This has hurt the energy producers and forced them to draw back on their production which has further limited the economic exchange occurring in the system.
On top of this economic crisis the harvests on the main continent have been substandard for the past two years and projections point to another poor harvest. Country 5 which has traditionally been the breadbasket of the country does not have an excess as it normally does to trade with other countries. Country 4 is somewhat affected but not too much. Country 3 has had to ration some types of foodstuffs but the problem is manageable for them. Country 6 has significant issues due to the poor crops. Their own harvests have been very substandard and they are unable to buy from or trade with Country 5 for food. This has caused significant famine and starvation in parts of the country. To balance this Country 6 was forced to sign trade deals with Country # 1, the only food producer with surplus, to open their markets in exchange for food. These trade deals have the potential to change the balance of trade between these two countries. Country # 7 is suffering from the lack of food and is unable to effectively trade with or cut a deal with Country 1 so they are limited to buying black market wheat and other foodstuffs at highly inflated prices. Country 8 is also experience some shortages but given their historical ties with Country 2 they are able to buy more wheat etc from them with increasing their debt.
Country # 9 is unable to effectively feed itself given the state of the country. This has caused millions of refugees to flee from the country into 8, 7, 6, 5, and 4. In some cases the pure numbers have overwhelmed border guards who have tried to prevent the migration. It is estimated that between 10-20,000,000 people are fleeing Country 9 and demanding support from surrounding countries.
The ULN has become a shell of itself. After the failure of the peacekeeping mission into Country # 9 which ended in the mission being withdrawn 6 months ago the ULN has broken down into a forum for accusations. The entire bureaucracy has been cast in doubt and every country is refusing to pay its fees to the ULN. It has been found through an audit of the ULN’s books by the member states that the organization was rife with corruption and completely ineffective at providing the services and support that it was supposed too. The straw that broke the camel’s back was the complete failure of the ULN to engage in nation-building while the military forces fought to put down the warlords. Over 15 billion dollars were put into an account by the different member states who participated in the intervention. Of the 15 billion given for nation-building less then 1 billion was actually deployed to Country 9. Most of that was used to support the bloated staff of the ULN which was deployed. The remaining money cannot be traced as records about the withdrawal of cash have been destroyed. With the failure to build any infrastructure the intervention participants eventually pulled out their troops and left the country and ULN in tatters. With this complete failure the ULN has no ability to address the current population exodus which is currently happening from Country # 9.
Currently there are NO major conflicts occurring. No country is currently fighting any other country. The only bloodshed which is currently ongoing is the civil war in country # 9. This conflict has been occurring for the last 8 years as the seven warlords continue to fight against one another for control over the country and its oil resources.
Areas of Potential Disagreement:
There are some areas where the threat of violence is closer to occurring then other spots around the globe.
1. The first area of potential conflict is being generated by states # 4 and # 6. Each state is pushing for dominance over the other in many areas. These two states have fought numerous times in the past and would not be considered good friends. Diplomatic exchanges can be characterized as frosty between them at best. There are indications that Country # 6 is considering seizing Country 5 for the agricultural output and returning the area to its control. Country # 4 has stated that it will resist any attempts for Country # 6 to expand its power.
2.Country # 5 is very concerned about the increasing level of tension between these two states since when they fight it tends to be on Country # 5’s territory. The leadership is also concerned about what Country 6 is thinking due to its lack of agricultural output.
3. Countries 1 and 2 have engaged in antagonistic actions toward country # 7. The underlying issues of this conflict are social, religious, economic, and military.
4. Country # 7 and # 8 have exchanged terse messages related to supply of “rebel” groups by country # 7.

GOALS AND APPROACHES DEFINED AND EXPLAINED
WHO IS YOUR ENEMY???
COUNTRY # 7......YOU DID WHAT???
COUNTRY # 1
Our country’s main focus is going to be our economy. Although we are the strongest nation at this time, we feel to keep pace with the other rapidly growing countries and keep our place as the super power we must strengthen our economy. We intend to increase the percentage of composition of industry but most importantly of agriculture. By doing this we will increase the amount we export which will in turn help with the growing trade deficit that builds substantially every year. At the moment we import significantly more than we export and we want to try to create more of a balance. Our philosophy is that by thus increasing our economy we can also increase our economic wealth and help the citizens at the lower end of the spectrum, through a sort of trickle-down theory. We do wish to continue trade negotiations with Country #6 and put the market concessions that have been gained to more use.
We also are one of the few countries with excess food to trade. We intend to use this advantage to increase our economy as well as an affective way to assist Country #9, thus bringing stability to the region and in turn a more healthy relationship with the country. Right now our country is tied down by our dependence on foreign oil. Because of this fact, we are going to make a massive effort to find and develop alternative forms of energy as well as secure more efficient trade agreements abroad concerning oil.
Military wise, we are going to maintain a semi-defensive state while making public our strong military and economic support for our allies as well as the serious consequences for any state that attempts to harm us or our interests abroad. Although we do not wish to use these military forces we will if provoked. With the money we save after increasing our exports, agricultural and industrial production, and new forms of energy from our own country, we aim to increase our army to the same standards and proficiency as our naval and air forces while maintain dominance over the naval and air military systems of the globe. After the failure of the peace-making mission into country #9 we want to be able to have a greater force of soldiers and troops so further missions will have a greater chance of success.
As far as foreign policy goes we wish to mend some of the broken bonds we have created between other countries. We plan to do this through direct negotiation with the other actors in the system instead of through an international organization as we have done previously. The failure in Country #9 was based on the inability for the different states to work together. We believe that by forging better connections with the other countries we can finally advance with Country #9.
OMNIPOTENT NEWS NETWORK: COUNTRY 1 WANTS EVERYONE TO LEAVE THEM ALONE SO THEY CAN GAIN GREATER ECONOMIC GROWTH OVER ANYONE ELSE AND IF ANYONE SCREWS WITH THEM THEY WILL STRIKE OUT AT ANYONE WHO INTERFERES WITH THAT GOAL.
COUNTRY # 2
Our country wants a cleaner, cheaper, and more efficient way to produce energy. We will take steps to convert our electric grids to renewable energy. Utilizing our natural rivers and other flowing bodies of water (to include the ocean), we will exploit as much power using hydroelectricity as we can without adversely affecting nature. Although solar power and wind power energy is not yet economically vital, the breakeven point (where this energy actually is cheaper to use than to maintain) is approaching within a few years. Other energy sources (such as geothermal and rain energy) will be used when economically viable. Another long term energy goal we have is to use more nuclear power plants. We have the technology for fission reactors which produce a large amount of energy, and we will take the utmost steps at keeping them safe (very strict rules on redundant emergency systems, military guard of nuclear power plants and nuclear waste sites, etc.) In an effort to lower the unemployment rate, the government will help foster the growth and research of the energy programs. We will strive to make uneconomical methods profitable (such as wind and solar), as well as ways to reduce, reuse, and/or destroy nuclear waste. Also, we will research ways to produce nuclear fusion reactors, a even cleaner and more powerful nuclear alternative. Our surplus oil from our off shore refineries (protected by the navy) can then be sold, used in oil based products (such as plastic), and made into fuel (which we will also be trying to find an alternative to).
Though the government will play a role in promoting and researching cleaner energy, we will let the private sector do most of the work (more jobs and innovation.) We will promote a competitive environment while going with the most efficient plan (less tax dollars wasted while giving business a chance to thrive.) We will promote trade and push for free trade, and build our economic base. Government has its role in the system but efficiency and stimulus for the economy will be boosted by private business. As long as the private sector engages in good business and helps out the economy, the government will support their practices. We will open our ports for trade with all countries, striving to stay neutral in conflicts but will make the final decision on what/ who we trade with.
We will strive to stay neutral in conflicts but will maintain a strong navy and air force to protect our borders. With these branches of the military we will make an invasion extremely unfeasible and probably impossible. The army will play a larger role in intelligence and protect our citizens from extremist governments and/or organizations. Though we do not plan to have the army invade (rather protect the homeland,) we will maintain the capability to use the army (as well as the other branches) to accomplish our military objectives. We know that it will be impossible to have good relations with everyone but we will continue to foster good relations with our allies and increase contact with neutral nations, hoping to become viable trade partners with all nations.
We would also like to open relations with Country 7 in order achieve peace and trade. We will be sympathetic to a country's wants (like in the case of Country 7, we will be sensitive to their faith in Islam and keep offensive ideas/media out in an order to promote unity and trade.) Although our country will be easy to work with and an economic powerhouse, we will not bow down to demands or threats (in most cases, however, a compromise can be made.) All in all, we respect others' differences, see the need to preserve customs and traditions, and will work with countries to be mutually beneficial while nationally unique. Every nation has something to offer--even the poorest of nations can become economic partners. Though we do not condone imperialism, we are open to the entrance of our businesses on foreign soil to gain resources for our country and provide revenue and jobs for the other country, truly a win-win. We will not exploit, but we will not enter in if it is not economically feasible to. Education will continue as it has been (we boast an extremely high literacy rate.) We will, however, promote higher education to become a technological and scientific nation in the world. A major objective will be to lower national debt. A significant portion of our money will go to lowering to a manageable level, while still investing money to gain higher returns.
OMNIPOTENT NEWS NETWORK: SO SUMMARIZING, COUNTRY 2 WANTS TO SING KUM BA YA WITH THE WORLD BUT IF THEY GET A CHANCE IMPERIALISTIC EXPLOITATION IS NOT SUCH A BAD THING.
COUNTRY # 3
Over the past year, the cabinet members have joined alliances to help fix the current problems in Country 3. The ULN crisis led to many national problems, including the collapse of the current government. Concerned about the wellbeing of the citizens, the economy and social programs political party leaders have organized “under the table” coalitions. Now, in just a matter of days one of the most historical elections the history of Country 3 is about to occur. Leaders from the Center Party, Social Democratic Party and Social Reform party have pledged to work together and help revitalize the nation. Their new relationship has led to an alliance between other major parties, the Isolation Party, Freedom Party and Democratic Party for the people. At this moment, election news and propaganda cover the streets, heated debated fills every television and radio station and the people of Country 3 anxiously wait to see the outcome of this dramatic election.
Rebecca Simmons, party leader from Center Party has become the elected representative of the Reform party. She and her team of representatives are focusing on helping the people during these tough economic and social times. If elected Prime Minister, she would like to first see “more resources granted to the people for expanding their social services,” and a “strong central government.” She earnestly believes that “as the party closest to the people, they know what’s best for the people.” Her strong social agenda and idealism led to one of the strongest coalitions in politics between the Social Democratic Party and the Social reform party.
Ali Wright of the Social Democratic Party believes in Mrs. Simmon’s promise, and even includes her own dreams for the future of Country 3, saying: “As the Social Reform Party leader I want to protect worker's and farmer's rights by lessening the control of the government. Our government is to divided and we need to unite as one party for these rights to be protected. I am willing to work with the Center Party leader and also the Social Democratic leader to ensure that the people get what they need. Once we establish a strong and organized government, we need to rebuild our economy by strengthening our trade routes between other countries. Since our country is so small and does not have a strong military, our only hope for survival is to keep allies by trading with them. Once we rebuild our economy we can open up new markets between countries and try to stop and prevent the organized crime taking place. While all this is taking place our government will try to bring the Flems and Walloons together, working to help dissolve language barriers. Once they speak the same language it should be easy for them to unite because they have the same moral values and traditions.”
Andrew Someillan, currently the cabinet leader for the Social Democratic party has even tagged onto this interesting group of leaders. He speaks out on the problems with Country 3, and at a press conference at a local University announced “I am the social democratic party leader, my party wants an expansion of government and an expansion of support for the people in our country as well. There also needs to be stronger controls placed on businesses, both domestic and foreign companies to ensure that workers are fully protected. Lastly, the rights of people need to be expanded and respected more. Forcing belief systems on citizens is the worst thing that can be done and it must be resisted at any cost.” The crowd erupted in applause, sparking excitement for the radical changes taking place in Country 3.
While these three organizations, or rather the new “Reform Party,” has taken center stage for politics and leadership in Country 3, they do not hold the majority of people’s support. They have been working hard for months trying to gain control in this divided nation, but have not received enough to win on election day. Instead, their separation from other cabinet members has inadvertently created another political party. The “Liberty” party believes passionately in the ideas of democracy, freedom and of course, liberty in Country 3. They cannot imagine living in a world with socialist ideas. Decades of tension between members of the newly formed “Liberty” party and the “Reform” party have created extensive debate and controversy amongst the citizens of Country 3. This nation has never and will never see another election like this one.
The “Liberty” party began with Stasa Vujosevic from the Democratic People’s party, who could not imagine a nation without democracy. In a passionate speech to Parliament, Ms. Vujosevic said, “My grand strategy for our country is to restructure the government in a more official and organized way; we need an official leader. It is extremely difficult passing important decisions and laws through everyone in the cabinet to agree on. Also, this prevents the country from uniting completely- unity would only be possible with a sole leader. My goal is to supply the people with more support, but with less government control and regulation. I would enforce government efficiency, greater security and promote traditional values. As of right now, our economy is suffering because many countries have cut off trade with us due to the economic recession and failed peace attempt in country 9. The most important goal would be to reestablish the trade routes, and get our economy and income back on track. Also, I would increase the production of food products and agriculture. There is a great shortage among our continent. If we could produce a surplus of food products, we could reestablish the trade between our neighbors. I would also establish new allies and strengthen ties with current allies.” As she concluded the speech, she resigned from her position as cabinet member and began her campaign as the future Prime Minister of Country 3.
Working to preserve Democracy in Country 3, the Isolationist party leader Beth Bradford joined with Ms. Vujosevic. Hoping to instill the traditional values of national liberties, Ms. Bradford is hoping to limit international relations between outside countries. She would also like to work to reform the current trade systems, hoping to narrow the market to more local business. Also, with the current international conditions from the conclusion of the ULN crisis, she promises her constituents to keep them safe and protected from outside warfare. “I believe in the freedoms of OUR people, the liberties OUR country and the rights of OUR homeland,” she proclaimed.
Janine Glen with the Freedom party agrees vehemently with Bradford and Vujosevic.
Now, with the nation divided only one strong party remains undecided. The Christian Democratic party is focusing a turmoil on their own. Unassociated with either group, leader Rob Allen has waited to make a decision on whose side to join. If he does not make a decision before election day, his party can be the deciding vote in this colossal election.
The ballots are pouring in. Representatives are shaken with nerves, the people are looking for hope and the nation is on the path to greatness or destruction. Only fate…luck…and chance will see how this concludes.
OMNIPOTENT NEWS NETWORK: AS CAN BE SEEN COUNTRY # 3 HAS NO VISION ABOUT WHAT IT SHOULD BE OR WANTS TO DO IN THE INTERNATIONAL SYSTEM IN THAT ITS SO SCREWED UP AT HOME. THIS IS WHAT HAPPENS WHEN A COUNTRY CREATES A CONSTITUTIONAL CRISIS BY MAKING A MISTAKE IN THE INTERNATIONAL SYSTEM
COUNTRY # 4
· Increase productivity and efficiency in industrial sector of the economy in order to manufacture goods that can compete in the global market. Do this by encouraging the use of robotics and other high-tech solutions through tax breaks and subsides. Expand job market in order to lower unemployment
· Modernize and increase agricultural production in order to increase domestic food supply through subsides and government grants.
· Once efficient products can be produced, open the borders for trade to increase global demand.
· Slowly lower import tariffs to increase global trade.
· Cut off the black market for goods and the influence of organized crime.
· Increase the production of domestic resources such as oil and coal to be able to export to the global market.
· Build up military forces in order to maintain a defensive position. Have a large enough force to take offensive action if attacked.
· Lower unemployment. Offer longer military service as a reservist or regular army to unemployed until you can find a private sector job.
· Lower poverty below 10%. By expanding the economic market, lower, entry level jobs will increase lifting those in this bracket out of poverty.
· Decrease national debt to zero. Spending wisely and decreasing the national debt will decrease a burden on the future citizens of the nation of the nation.

a OMNIPOTENT NEWS NETWORK: SOME INTERESTING COMMENTS FROM COUNTRY # 4, NOTHING EGOISTIC AT ALL ABOUT DECLARING AS ONE OF THEIR GOALS TO BE THE ENVY OF THE WORLD
COUNTRY # 5
Country 5 is so lacking industry wise, it would like to focus much of its time getting up to speed. Before this can happen, it must first be stable agricultural wise so it has enough resources to support industry growth. This shouldn’t be an issue because country 5 is strong agricultural. However, the country’s defense is poor. Many times, the country has been invaded by others at war; as a result, their crops have been destroyed. Hopefully, we can build the country’s defense force to stop any invading forces, and protect its territory. If this can happen, then we can develop enough resources to fuel industrialization, and move the country forward in the world. Goal one is to make the country strong and stable enough to where it can support itself. Once this is reached, then maybe we can discuss increasing foreign relations to make 5 a powerful force that no one will attack, and if country 5 is attacked, it should be able to defend itself. The first step is stability, then 5 can worry about dominating other countries if it so pleases.
If 5 prove it is stable enough to survive in the world, then it can focus on becoming a powerful force within the world. 5 needs to have influence in the world, other countries should fear 5 and either join or fall. However, this is a long way away. First 5 must rise up from the ashes and create for itself a reputation. So, country 5’s short term goal is stability, and defense. Its long term goal is to become a powerful nation in the world of Greathouse with much influence over other nations.
OMNIPOTENT NEWS NETWORK: LONG TERM GOAL IS TO BECOME A POWERFUL NATION (HOW CAN A TERRITORY BECOME A POWERFUL NATION????). ONE MUST WONDER WHAT THIS LEADERSHIP IS THINKING WHEN THEY WROTE THEIR GOALS, CAN ANYONE SAY DREAMERS...BUT THAT IS JUST MY OPINION AND WHAT DO I KNOW? DOMINATING OTHER COUNTRIES, HAVE YOU TOLD COUNTRIES 4 & 6 ABOUT THIS IDEA?
COUNTRY # 6
Country #6 wants to raise the GDP/per capita % and also end the starvation of its people by increasing our agricultural output.
We also want to raise our diplomatic affluence by forging alliances with other countries.
We wish to increase the appeal of our vision to both our populace and that of the rest of Atlantia, and by doing so, unite all of Atlantia under the banner of the High Vision.
We want to gain support in our struggle against Country #4.
To raise our GDP we want to increase our trade with the surrounding countries. This will also further build our good relations with them.
Invest in creating a new system for irrigation to increase our agriculture.
Apportion some of our budget for incentives for people to farm and also to motivate inventors to work on the new irrigation system.
We want to unite our populace to work toward the vision by using propaganda to raise awareness of what our cause is.
Ultimately, we want to better our country and survive.
OMNIPOTENT NEWS NETWORK: ITS AMAZING THAT SOME COUNTRIES THINK THEY CAN HIDE THEIR IDEAS IN REALLY DENSE PARAGRAPHS BUT WHEN YOU BREAK THOSE PARAGRAPHS UP YOU FIND THE MOST INTERESTING THINGS....
COUNTRY # 7
We are not going to wage war on anyone unless absolutely necessary. We want to remain at peace with the other countries and to thrive economically. We will not be using our nuclear weapons at any time. We will use the spies we have put in place in country six to our advantage, gaining as much information as possible about what they’re doing. We will work toward a peaceful relationship with country one because they could destroy us if they wanted to. We will support warlord number seven and use him for entertainment as the different warlord’s battle it out and we take over the country. We will work on building up our navy. We also need to better train our military to use the equipment on hand to its highest capabilities. We may use our spies to create random havoc for fun. We will also be working toward making alliances rather than neutralities with other countries. We will invest more money in fresh water creation to ensure that our country can provide for itself rather than rely on others. We may also try to expand ourselves economically so that we do not rely so much on oil. The Rabar will aim to maintain control over the council and lead the country forward. We may try to find ways to increase our revenues so that they do not merely meet up with expenditures but exceed them. Council Guardian number two will continue to work toward removing the secular bureaucracy of the state and replacing it with clerics. The Rabar will try to prevent this while trying to keep Guardian number three from taking over his position. Council Guardian number four will continue to persuade the followers of Islam in country eight to find their way back to the path of righteousness instead of working on internal problems. The Rabar will try and run things while keeping Guardian number five from sacrificing anymore religious leaders to country six. Council Guardian number six will be the one trying to make our country number one in the system by expanding our economy and spreading our power. Council Guardian number seven will continue to protect the faithful and punish the unfaithful in the country. The military commander will continue to build up our forces and gain a military advantage over the other countries. He will continue to do that until otherwise instructed by the Rabar or a council member. Our overall goal is to promote economic expansion, remain powerful, and keep our religion strong.
OMNIPOTENT NEWS NETWORK: I AM GUESSING THE CENSORS IN COUNTRY # 7 WERE ENGAGING IN UNACCEPTABLE ACTIVITIES WHEN THIS CAME ACROSS THEIR DESKS, EITHER THAT OR COUNTRY # 7 HAS DECIDED THAT IT REALLY WANTS TO BLUNTLY STATE ITS CAPABILITIES???? WHATEVER THE REASON I THINK COUNTRY # 7 HAS JUST MADE LIFE MORE INTERESTING IN THE SYSTEM, BUT THAT'S JUST A GUESS.
COUNTRY # 8
Country #8 may seem to have some power but due to its internal problems, the country suffers. We need to figure out how to get over our internal problems in order to solve external problems. To achieve any goal in this country, we need to form a government that is either stable and neutral toward all sects by getting a mediator or a group of mediators to help get to an agreement on all issues both foreign and domestic, and agree on laws or there must be one definitive power in the country instead of the triumvirate that currently exists leading into a complete extermination of two of the parties which will lead to arise due to the religious backing (i.e. democracy vs. anarchy). Some agree that we need to consolidate powers by giving each religious sect its own specific lands, resources, and jobs to take care of and also give each of them independence to carry out its own section, and pool the excess resources for the government to use to fix the major problems. Consolidating power within the troika, each sect should make a few amends to please the others.
The Military is also an important factor which needs to be refortified. It needs to be updated and grow to meet the needs of a growing country. One of the possible strategies to strengthen the military, it should reevaluate its leadership and try to take over again, bringing secular democracy back to the country. The army commander can possibly should try to get any other members who were part of the army to concede with this idea, and try to regain power while keeping the funds and maintaining a sense of peace throughout the country.
To solve economic problems, we should not hamper the Drug Cartel, but prevent it from taking more power since it is where almost all of our funding and money comes from. We need to budget the money in order to reduce the national debt to a more controlled number.
As of dealing with other countries, whether they are allies or not, trade horizons need to expand. And once the economy has stabilized, we can build it up in the southern sector for the refugees from Country # 9, perhaps institute a draft with major benefits to those military aged males to get them off the street, keep status quo with Country # 7, and/or continue to undermine Country # 9 in hope that with blessings of other countries we might be able to move into at least part of it to control some of its oil reserves.
We should also try to encourage education throughout the country. If the literacy rates could rise, there’s potential for the unemployment rate to drop, and in essence, drop the national debt. But overall our grand strategy should be to consolidate and/or organize and also spread the influence of Country # 8 to the world.
OMNIPOTENT NEWS NETWORK: WOW....LETS HAVE THE MILITARY STAGE A COUP AND SUPPORT THE DRUG CARTEL AND THAT WILL MAKE US A GREAT NATION. SELL DRUGS, LET OTHER DIE SO WE CAN EAT. ALSO LETS CONTINUE TO UNDERMINE COUNTRY # 9 AND HOPE EVERYBODY ELSE WILL GIVE "US" THEIR BLESSING TO EXPLOIT THEIR NATURAL RESOURCES.....
COUNTRY # 9
There are many crucial steps to be made in order to bring our country out of this chaos. Everyone in our group have agreed that, in order to make our country survive, we must first divide it up into 7 different sections, Our reason for doing this is to declare homelands. Next we must talk with Mercy for food. Also we must educate the people. We believe that with these first few things, our country will already begin to prosper. Next we must form a strategy to establish oil trading agreements. We as a group believe that we can sell well if we work together. Last but definitely not least, in order to survive and prosper, our country must unite the people above all. If this is not accomplished there is no country due to a weak foundation.

COUNTRY # 1
Budget: The country has chosen to leave its tax rate at the same level. They have dropped their spending on the military and focused resources on its air and naval forces. Domestically they have increased spending and decreased their debt servicing which is allowing more resources to be devoted to other domestic spending. The decrease in debt servicing means that more money is available but the debt will increase and the value of their currency may drop. The country has heavily invested in its agricultural programs to the anguish of the population. With less then 1% of the population involved in farming, they are receiving 25% of all domestic spending. This spending priority has severely restricted the monies available for little things like education, health care, support for the poor, UNEMPLOYMENT INSURANCE, and infrastructure. Given the budget, unemployment insurance will not be continued for those who have been on it the longest. Many people within the country are a tad cheesed off about the domestic spending priorities. The opposition party has jumped on the inherent inequality of the budget to people who are not farmers.

Country Actions:
We do not feel that there is anything we need to do in response to the goals of the countries made public last week. Although there were some countries that stated they will be pursuing global dominance, we do not think that these statements have much merit or force behind them. So we will continue with our original goal and actions.
We wish to begin our trade with country #6 that has been set up, but is yet to be implemented. We are also going to possibly begin to expand trade with country #5 to help boost our connection as allies.
Omnipotent News Network: Internationally the country has chosen a status quo position without antagonizing any other countries. Domestically the budget is going to be an issue. Given the MASSIVE amount of money directed to the agricultural sector as compared to social welfare there are a large number of people in the country who have now declared they are voting for the opposition party. Unless the ruling party gets its act together its going to get badly beat in the upcoming election which will occur October 28th.

In a major budgeting snafu, the government has neglected to define how much money was going to the military and how much was going to domestic spending. Therefore the bureaucracy implemented the budget as passed with 100% of tax revenue being devoted to domestic spending and 100% being devoted to military spending. However since the revenue from taxation is $333,000,000,000 it would only cover spending in the domestic realm. To provide 100% funding for the military the country has gone into the international financial markets and borrowed $333,000,000,000 at 7% interest (due to the tough economic times). Both domestic and military spending this year will be very effective and significant gains can be accomplished in both areas. The national debt of Country # 2 is now at 76%. Given this amount of borrowing by Country # 2 they have created a liquidity crisis in the international system. This will restrict the ability of international lenders and companies to facilitate trade in the system.
Country Actions:
In response to the island’s vulnerability due to size and location, Country #2 is remaining neutral in case of conflict, as well as hoping to increase military spending in order to strengthen the country’s defense. Specifically, the military spending will focus mainly on naval and air. In order to open more trade, we will continue to negotiate and compromise with other countries. The country hopes to decrease dependency on oil from other countries by utilizing the high education rate in order to create jobs for alternative energy sources. In the budget, we also hope to increase the percent of domestic spending towards debt, as well as military spending. Also, trading with friendly Country #6 would help our economy. Perhaps they will allow us to open some markets… possibly?
We are slightly jealous of Country #1’s economic ambition, creating competition. Country # 5 seems sneaky, and may be a threat if they see our military as weak. Country #7 is very forward about their stance militarily and may serve as a possible threat.
The military is able to fully restock its supply of spare parts and to procure new weapon systems and fully upgrade aging units. This will increase the effectiveness of Country # 2's military capacity over the near term.
Omnipotent News Network: Wow, I just do not know what to say. Everything that Country # 2 has done is completely blown away by the economic approach they have taken. If it works out for them they will be much further ahead, however if they don't get the jump they are looking for I don't think I have ever seen an entire state's population sleeping over steam grates to keep warm. Countries 1, 4, 6, and 7 hold significant portions of this new debt.
PROBABILITY ROLE: WHAT IS GOING TO HAPPEN TO THE INTEREST RATE?
COUNTRY # 3
Budget: Country 3 has decided that they would like to run a surplus for this year and has NOT spent all of the funds available to them that were produced in the budget. The transition from grand coalition to actual government must have created issues in directing spending. There is a reduction in debt servicing so the debt will grow some this year but there will be money in the government's coffers for a rainy day fund. Social welfare and the agricultural sector are doing pretty well in this budget. The military due to mistakes is not being supported effectively and therefore will be limited in its ability to operate. The air force has been disbanded and its members released from their positions as NO money was allocated to support that branch of the military. The navy retains the ability to operate but will not be expanding its force anytime soon. The army will have basic funds to address the defense of the country but will not be able to effectively engage in any other actions due to the limited budget issues.
Country Actions:
History was made when Ali Wright of the Reform party was elected Prime Minister for Country 3. After a year of struggle and political uproar, new government leaders are sitting in the capital of Country 3. With four new policy ministers and a new prime minister, big global and internal changes are coming for Country 3:
Country 3 hopes to try and stabilize the two traditional groups in the country and but also work with our elected Foreign Minister, Economic Minister, and Trade Minister to keep contact with other actors in the international system and to ease the pain our economy is suffering. We hope to help Country 1 and Country 9 by reorganizing trade regulations through our ports and waterways, as well as relieving Country 1’s food surplus issue. Heavy negotiations are in the plans for the issues surrounding Country 5, specifically those involving world domination. The newly restructured government hopes to take immediate action with Country 5, hoping to find a common resolution for future global peace. In general, Country 3 is looking to build up better relations with countries 4 and 6, and 5. Since trade is our major industry of income, we are going to try to build or develop a partnership with all countries, specifically those with whom we share a border. Country 3’s new leaders would like to let the other countries know that during this recession, it is important for all countries to reestablish their foreign relations like they were before the failed attempt of relieving country 9. The recession is worsened by failed trade alliances. Reestablishing communication and exchanges between all countries will make for a speedy recovery out of this economic crisis.
From a military standpoint, we increased our percentage of spending for the budget to go to national defense. This military increase was based on our current economic status and disputes with other countries. Country 6 has blocked all access to and from our country due to economic and other disputes. Also, Country 3 are being sued by countries 1 and 2 for the cost of our failed economic intervention in country 9. With these arguments going on, it is imperative to begin to strengthen our military forces with hope not to invade another country, but to protect our borders and improve our citizens security.
Our new economic trade minister has helped us establish goals for our country. We are dedicating more resources to the people for the expansion of social services. We are planning to reorganize out trading system; to help stimulate our economy by enforcing trade taxes, and strengthen our trade routes with other countries. Since our country is the main sea-port country apart from country 1 in Atlantia, it would be beneficiary for all other countries to use our rivers for trade purposes, especially when wishing to trade with country 1. Also we are imposing better controls on businesses, both domestic and foreign companies, to guarantee that workers are fully protected.
When it comes to internal politics, the relationship between the Flems and Walloons is a constant stressor. They will probably never be completely assimilated with each other, however between education and new negotiations, we hope to create better relationships between the two groups. The Prime Minister is especially passionate about the disputes between the citizens, and hopes to focus more on the problems within our borders instead of out. As always, the happiness of the people of Country 3 is the most important issue facing the new government.
Omnipotent News Network: I am guessing the election success of the new government and the party that followed was the result of the disbanding of the countries air force. Not knowing that much about modern militaries it makes one ask the question what does an air force actually do for a country? And what may happen without one? I guess Country 3 has reached the conclusion that air delivered ordinance is not a threat to their country. In asking air force officers in several countries what they thought about the actions of Country # 3 I was met with everything from shock to outright hysteria. I have never actually seen a general wet his pants due to laughter till he tried to discuss this outcome. Of course given the fact that he is part of an air force in the near vicinity that reaction could be many things.
COUNTRY # 4
Budget: Country 4 through its budget appears to be making a push to modernize industry as the expense of supporting its citizens. The leadership have chosen to limit their spending on health care, education, orphans and widows, unemployment aid, and other what appear to be unimportant social services. Industry and agriculture are both well supported within this budget. The military budget is adequate and keep the country safe. The air force has received significant funding and has been able to upgrade its force and make itself more efficient.
Country Actions:
1- Welfare:
a. Money will only be awarded to individuals who pass a monthly drug test and
who are legitimately unable to work in order to support their families.
b. Citizens are only able to produce the amount of children that they’re
financially able to provide for i.e.: food, clothing, education, etc…
i. If they are unable to provide for the amount of children that they have, the
children will be removed from the home and placed in the foster care of willing
and fully screened recipients.
c. If someone is found to be guilty of using illegal substances while on the
welfare system, they will be removed from it and cut of their checks. They will
be placed in a drug rehabilitation program, funded by charities, in order to
detoxify them. Only when released from the program by a certified doctor, will
they be eligible for welfare again.
2- Prisons:
a. Personnel found guilty of crimes to the degree of being sentenced to a prison
will be sent immediately.
i. Prisons will NOT be a vacation for prisoners. They will have complete
supervision in their cells. They are only allowed to come out and eat. They will
NOT be provided with weights to train or any exercise equipment for that matter
nor, will they have a television or radio in their room. Prison is not a
vacation house and we plan to make everyone aware of that.
Response to other countries actions/general economy:
We will continue to be xenophobic in the sense of allowing anyone or populations
from other countries come over and integrate with us. We will take care of our
citizens before we began to take care of other countries citizens. With that
said, jobs will go to the “jobless” of our country. Even if it is something as
simple as taking inventory, typing papers, or answering phones, everyone will be
a productive member of our society. There will be no tolerance for slackers in
the community, thus hopefully eradicating the need for a welfare system. With
that said, the production of farmed goods will increase with “extra hands”
working towards it.
We shall place troops on the boarders of country five in order to guard from the
advancements of country six for a possible invasion. Anyone caught trying to
sneak in to our country will be captured and interrogated by our secrete police
and Internal Affairs minister.
Our militaries will continue to thrive as money is spent in development programs
to protect our country from all possible attacks. We will have a military that
is envied and non-surpass able.
Omnipotent News Network: BREAKING NEWS from COUNTRY # 4......in a stunning display which had not been anticipated the head of the Orthodox Church has just make a major policy speech, the first direct comment the Church has made on politics and government since the country became free. The speech said that since the government is unwilling or unable to care for the welfare of its people that the Orthodox Church will step in care for its flock. The Prelate announced the opening of new fully funded Orthodox Schools to educate the youth with complete resources, the expansion of hospitals linked to the Church to care for their health needs, the expansion of support to the young, widows, and the unemployed. "Since the government is unwilling to care for the faithful the CHURCH will assert its right and duty to ensure that the people are cared for. Given the lack of concern for the people we (the Church) believe that the government has forfeited some of its legitimacy to rule, we reserve the right to protect the country from the depredations of those who do not care for their fellow citizens"
PROBABILITY ROLE: HOW ACTIVE IS THE CHURCH GOING TO BECOME?
COUNTRY # 5
Budget: Country # 5 also appears to have decided that they are also going to run a budget surplus, they have decided that the budget surplus will be drawn from the military. A significant drawdown in the spending for the military has occurred with the country only using 10% of the resources committed to the military. In another choice the government has significantly cut the money being devoted to its agricultural sector. They have increased significantly their support to other types of industry.

Omnipotent News Network: Biting the hand that feeds you, literally and figuratively. With a huge cut back in money devoted to agriculture the farmers have been mobilized. They have declared a country wide strike and have blocked roads across the country to protest the loss of support for the major industry within the country. The public's level of support for the government has been hurt significantly. The government has significantly cut back on what its spending on the military. They are only spending 10% of the funds that had been allocated to the military.

PROBABILITY ROLE: EXACTLY HOW UPSET ARE THE FARMERS AT THE GOVERNMENT?
COUNTRY # 6
Budget: The newest budget has seen a significant shift in resource allocation from the previous budgets. Domestic spending has been significantly increased while military spending has been very much restricted. This shift will have a major impact on the development of the countries infrastructure, if there is any significant number of population left. HUGE cuts were made to the county's social welfare budget education has been slashed, health care has been slashed, aid for orphans and widows has been slashed, support for retirement has been slashed, aid for unemployment slashed. However the agriculture, industrial, and high tech sectors all had significant investment.
Country Actions:
1. In response to country #7’s declaration of intent to utilize a spy network within our borders, we have increased the activity of our internal police force to hunt down said spies and compromise them.
2. In addition, we will increase our border patrol and security to prevent further infiltration with spies.
3. Begin negotiations with country #3 to try to alleviate the border dispute between our two countries in exchange for food resources.
4. We will continue our development of an irrigation system and offer to include country #5 in this revolutionary system in exchange for their support against country #4.
Omnipotent News Network: Holy Mother of the Vision, the country has decided to hell with social services and the military too. The funding shift boggles the mind. Huge new investment is being made in the agricultural, industrial, and high tech fields but at the cost of gutting government support for general services. The education system has essentially stopped functioning. Teachers have been laid offs in droves as there is no money to pay them. The military is being forced to draw back significantly with each branch being given 1.5 billion dollars. The goal to increase border patrol and other security actions is a pipe dream given the limited resources that the military has been allotted. Much of the military is going to doing exercises to get themselves into top physical condition, they do not have the resources to effectively train. Country # 6 has made a huge role of the dice, I am not sure what they are hoping happens with a stupid, illiterate, and sick population who better hope they die before they reach retirement age. Of course given their current military budget the counties population will probably not have to worry about the lack of social services rather they may be more concerned with being exploited workers in a conquered territory. How well do those that conquer a country normally treat their slaves?

COUNTRY # 7
Budget: In a major budget shift the country has increased its defense spending by more then 33%. This has necessitated removing significant resources from domestic spending. To address the reduction in domestic spending less money will be devoted to debt reduction and the rest of the budget on the domestic side is roughly equal. On the military side R&D and the Army are receiving the bulk of the funds. Significant spending is being directed towards WMD while the air force gets the least resources of any branch.
Country Actions:
We are going to build our defenses and create better relations with all other countries.
We are going to prepare to deal with the ramifications of our secrets being exposed because our “spies” turned on us.
We are putting more money into our weak air force so that we have some kind of offense.
We are open to peaceful political debate instead of conflict.
We need to stabilize our economy.
We are going to continue to not wage war unless absolutely necessary.
We are going to increase funding to domestic spending.
We are funding larger agricultural production.
WE ARE GOING TO CHANGE THE WORLD…by converting everyone to Islam.
Omnipotent News Network: Ahhh the joy of political rhetoric versus the realities of the budget. Country 7 clearly has made move to increase its military, specifically its army. This should make that force much more effective and allows the country to build better defenses. Their claim to put more money into the air force is a joke especially considering the fact that the navy is getting more resources. They have not increased spending on the domestic front rather they significantly reduced it by roughly 11%. Its a good thing that they shoot those who might protest against hypocrisy in the country. But they have clearly stated their aim for the rest of the world....Islam or bust.
PROBABILITY ROLE: Advances in WMD technology?
COUNTRY # 8
Budget:: The budget has been kept fairly stable without any significant changes in the spending of the country. This has allowed for continuity. There are basic resources for supporting everyone but not enough to solve or really address any of the problems.
Country Actions:
After agreeing that the only thing we could agree on was that each of their religion is sacred, the troika will begin a massive religion and corruption purge. Delegating just a few trusted individuals, the entire government will be cleansed of corrupt officials and weak holders of office. Each religion is responsible for their sect’s ‘housecleaning’, and each will go about it with religious fervor. Focusing mainly on those corrupt officials preventing economic change, almost every mayor and city official is a target. The new officials put in place in each area will be of the religion most prominent in that area, and be closely watched by a religion and economics board put in place by each member of the troika, whose sole responsibility is to prevent corruption. Full use of the military will be used to quell any uprisings, but most officials will leave with little complaint since all those who resist would be exiled, put on a plane to Country #9 and, dropped off without landing and without parachutes.
As another economic stimulus, the government is opening a new bread and pastry factory focusing mainly on poppy seed bagels and bread. The name of this new joint corporation is Opi Yums. It will supply several hundred new jobs, but the facility is highly secured to prevent terrorist attacks or any other attacks that may occur from any organizations against it.
The police force also increased its effectiveness towards organized crime throughout the country, and in conjunction with the military, it is moving to take out their leadership. This will force the strong arms in organized crime out on the streets where they might be more easily picked up by a reinvigorated Law Enforcement.
The government is unable to cope with the massive influx of refugees from Country #9. Therefore it is now requesting aid, especially for the building of large tent and barracks towns on the outskirts of cities where the refugees may stay. This will provide an easier way to keep track of them and cut down on the makeshift shanty towns throughout the country. While not expecting these to cover all of the new refugees, it will cut down on those starving because aid is unable to find them.
With an excess of fairly skilled laborers jobless after the economic collapse, the troika has agreed to put funds to the furthering of our natural gas economy. Those workers can be put to work in new jobs at the gas works, and soon we will be able to expand the fields and pipelines when the economy has stabilized.
There will also be large scale recruitment for the Army from new refugees. Those who provide military service will become citizens, along with their families who will be guaranteed space in the new refugee housing. These troops will be integrated with several select veteran units, and will be trained near the new tent cities. Once capable they will provide security in those cities, preventing takeover of home grown warlords trying to become mob bosses or any other type crimes from being committed.
In response to rising tensions with Country #4, the army is being deployed on field exercises on the northern half of the country. This is not an offensive or defensive act, simply a show of force and a large scale training operation for new troops.
Omnipotent News Network: My my such an interesting thing that Country 8 is trying. The crackdown on the corrupt bureaucracy will in the future have a major benefit but given how they have chosen to enforce it, the repercussions are going to be VERY intense and negative for awhile. Plus the fact that they missed many of the biggest offenders and a huge amount of money has vanished from the country. The increase in religious focus may come back to bite the county's leadership in the butt, but we shall see. A new heavily guarded poppy seed factory named Opi Yums....my my whatever shall they think of next. The recruitment of refugees from Country # 9 is an interesting idea.

Budget: none to speak of.
Our country’s first action is to form a Council of Warlords to discuss the publicized threat of Country #8. They have openly admitted to their intent to undermine relations between each of the warlords and attempt to forcefully take our oil for themselves. This poses a threat to not just one warlord, but to all of us.
An opportunity that this council presents is to address the issues of the starving population. Another objective of said council will be to begin negotiations with MERCY to receive food and farming supplies, mainly irrigation equipment. This is our main and most important focus, which will, in the long run, promote stability in our country.
Concerning oil, which warlord gets it will be determined by the Council.

I DON'T THINK COUNTRY 4 TRULY REALIZES WHAT IS HAPPENING
COUNTRY 1
Due to a judgment error in domestic spending we will focus on doing what we can to correct the domestic issues within our country.
1. We will take available, farmable, government lands and turn them into government funded farm lands.
We will also have training programs set up to help those coming in to take on these jobs.
We are hoping through these actions to use the excess amount of money placed into agriculture to alleviate some of the unemployment and even out the money across the population while still keeping to the purpose of our increase in agricultural spending.
2. We will correct this mistake at the next budget assessment. We will reduce the monies placed in agriculture and put more focus back on our people.
While Mayhem may be breaking open in some areas of the world at the moment our focus is on our domestic issues at least for this week. We are hoping that the actions we have set in motion will help reunite our nation to some degree so we can become a bigger player in the international realm.
ONN: Well that is real bright, put lots of money into farming in the budget and then allow the farms to now expand further helping 1% of the population while destroying national parks and other places that the other 99% of the population was enjoying. Setting up new training programs without having the resources to support the ones already in existence. There is good government logic. Lets make the farmers even better off and screw the rest. It would seem the voters in the country and truly appreciating what the nationalist president is doing....

COUNTRY 2
Country 2
is planning to rally after a clerical error commonly referred to as "Typogate
2009," has had unforeseen effects on our budget. We plan to make the best of a
bad situation and use our temporary wealth to aid countries in need. Publicly,
we plan to remain neutral and to offer aid to countries whose budget slashes may
have led to undesirable consequences in previous weeks.
However, our primary concern is still with ourselves, and the potential crisis
we may be facing when our debtors come to call. We would like to slowly begin
conserving socially, first as an effort to put on a good face in front of the
rest of the international system. The last thing we want is to be viewed as a
country that spends the world's money only to throw it in the faces of those who
lent it to us in the first place.
As Country 7 continues to build a military force, we plan to seek them out as a
potential ally. We would also like to maintain diplomacy with country one,
despite it holding another large portion of our debt. We would like to
peacefully acknowledge the presence of countries eight and nine, but keep our
political contact with them at a minimum for the time being, given the
instability that they face.
We also plan to enter into negotiations with country 6. We would like to offer
aid in their time of civil strife in exchange for debt forgiveness.
ONN: Oh is that what you call spending 100% more then your
incoming revenue? We plan to remain neutral but seek out
Country # 7 as a potential ally. Ummmm what idiot minister

Enemy = do not like nor play well together. It would seem that the
population did not like that either, the approval level of the government has
plummeted recently and this appears to be the straw that has broken the camel's
back. The approval rating in the country now is at 39%, I have to

On the financial front due to the ongoing issues within the system the interest
rate on the recent loan has increased to 10%.
COUNTRY 3
Currently in the world as we know it, country 6 is in a civil war and in country 4 the church is practically taking over the government. Seeing as how the world is in slight chaos we have decided to not intervene directly. We decided to send out foreign ministers to country 6 as well as to country 4 to discuss trade agreements and other action plans. Our current goal is to not go into a civil war and to sort of “keep the peace” We are also making plans for our next budget so we can redistribute money back to our air force/space programs.
We wish to continue to assist the Flems and Walloon by discussing where they can use the money our government assigned to them as “domestic spending.”
ONN: Well it looks like the government of Country # 3 has finally been reestablished, however its just in time to deal with significant issues to their north and south. But it looks like they are doing pretty well at not panicking, I mean if you did not have an air force and the large country to your south was in civil war I would be worried. I guess they have adopted the Bobby McFerrin strategy.
COUNTRY 4

Our internal security is still working on taking out the organized crime. We are
now working with the Orthodox Church to start making plans on how to go about
getting rid of it completely, and our secret police are monitoring the members
and activities of the criminal groups.
Since a lot of other countries want to be pre-mature and act as if this were the stone age, we shall capitalize on advancing our education and befriending the orthodox church. They, with their new representative will have a voice in the government and it’s budget sheet as well as major decisions. It’s only a matter of time before the other countries collapse, and we will be ready to watch and “expand” when that happens.
ONN: I think the Orthodox Church is going to look "very fondly" on the fact that the government will allow one of their serving ministers to serve as the voice of the Church to the government. We have been informed that a statement will be forthcoming from the Churches leadership. Its interesting that the army thinks they can fully protect the borders and send parts of the army to help out with social services, taking valuable resources away from the army. Methinks they are having a bit too much fortified coffee during their staff meetings. But its also nice to see that the internal security people think they are working with the Orthodox Church. I am guessing they just skipped the coffee and went right for the fortification during their staff meetings.
FROM THE ORTHODOX CHURCH: To the people of Country # 4
Today we stand at the crossroads for our country, in a world full of threat and with a government run by arrogant, and in some cases incompetent leaders, who do not understand what it means to worry about the welfare of the people and country. With the reawakening of the Church from its time of darkness we have sought nothing more then to bring the people closer to God, to help them advance spiritually as the secular leaders would help them advance materially. We have found however that the leaders do not care for the people, as much as our God and his representatives on this planet do. We therefore call upon the leadership to resign their offices and step down from power. To help them understand the need for this we also call for prayer vigils and candlelight marches to be held in every town, village, and city to pray for these flawed souls who have failed in their duty to their people. We excuse the members of the military from these vigils so as to maintain the safety of our country from outside threats. It has now become the job of the Mother Church to care for her flock, to protect them from the wolves abroad and the jackals who are closer to home.

Our farmers are upset because we gave more money to the industry instead of them. We felt it was a little bit unnecessary to give money to an industry that cannot go anywhere because of a drought. They decided to strike. To end the strike of our workers, we will make them realize that we gave money to heavy industry to help them. With the money we allotted to the industry, we will be producing irrigation systems and tractors to help the farmers. We will do like a “Cash for Clunkers” program with the farmers’ old tractors, so a Trash Your Tractor program.
We need to make sure the money allotted to industry is being put to good use. We are trying to strengthen industry in our country so we can start trading more with other countries.
ONN: Ahhh the joy of political rationalization, we screwed you but it was for your own benefit. Yeah that is going to go over well. The country has been significantly hurt by the farmers strikes and they have been joined by students demanding more resources to support their endeavors.
COUNTRY 6
In Civil War....getting worse.
Closely monitor and evaluate the status of the brewing civil war. Our internal police will be the eyes and ears of our government to help prevent extensive action and violence.
Use the large portion of our budget reserved for agriculture to encourage citizens to partake in the new programs and encourage farming.
We will begin a volunteer recruitment for a group of reserve military members. Since our military budget is extremely low, we plan to offer incentives to join in the form of food supplies for enlisters and first chances at employment opportunities in our heavy and high-Tech industries. We will draw from funds from these industries to pay for reserve training, and will offer new recruits jobs in the industrial sector after their training, while in reserve.
We will also begin finalizing proposals for Country #5, in hopes of gaining extra trade funds to supply our meager allocation for Social Welfare and Education. We plan to offer Country #5 food for their starving citizens and angry farmers and new irrigation technology to meet the needs of both our countries.
ONN: I guess the leadership of the country is hiding and trying not to get killed by the civil war which is affecting their rational decision making, either that or they indulging in Opi Yums products. Lets see a country short on food to start with is going to try and offer food to Country 5 which is the breadbasket for the continent? Internal police to "help prevent extensive action and violence" boy that ship sailed when the CIVIL WAR STARTED. It makes you wonder how connected the government is with reality, or whether they are partaking of too many poppy seeds. There have been some significant setbacks for the government in that years of investment in infrastructure and factories is being destroyed at a fairly impressive pace. However given the tactics taken on by their military they do not have to worry about having excess population to feed.

A private investor is zoning coastal cities for use as vacation spots in order to capitalize legalization of these drugs by bringing in tourists revenue into new luxury resorts. The government is assisting in cleaning up these cities using military and police forces.
In response to gorilla incursions and activities to Country #7, Opistan has elevated their terrorist’s level and has launched air and artillery raids on insurgent strongholds in Country #7’s border regions.
ONN: So lets see, legalize drugs, that is going to create a few issues in society. Bring in drug and other pleasure tourists with the support and blessing of the government. Fire across border with Country 7. All while having a pretty limited bureaucracy. It makes you wonder exactly who is running the country.
COUNTRY 9
Retry with the MERCY idea, our main priority is getting food to the starving people of our country. We want to retry to send delegates to create a summit of the warlords to see if we can create a governing body for our country. We want to try to gain an alliance with country 2. This way if we can gain this alliance, then we can gain use of their surplus and we can give them oil. Trade for our oil for food and farming equipment. Security, bodyguards for the mercy operators, so they can come deliver food and farming equipment from mercy. SECURITY!! In return we will promise that each warlord that receives equipment, will give country 2 drilling rights
Warlord 6: My strategy for the assignment is to stay in our country and focus on feeding the people, work on the spread of aids, and protect our people in case of invasion from other countries.
Warlord 5: Sending people to the second try at the conference. Invading Country # 6. Trying to convince really rich former bureaucrats to come live in war torn country. While at the same time trying to build infrastructure.
Warlord 4: I plan on continuing to organize my followers and equip them for whatever adversary that takes action. I will continue to work on negotiating with the other warlords in order to feed my people. I will send delegates to the MERCY conference meeting, in hopes of securing a means of food and farming equipment. Otherwise, I will continue to work on strategic actions that may benefit me.
Warlord 3: I will keep a handful of my most elite soldiers to help carry out the Mercy plan. These soldiers left behind will help with security and transport of food into our country. As for the rest of my soldiers, including myself, we will march to the invading country 8 and take the fight to them. Because of all of their civil disputes as well as their goal to over throw country 9, I believe that we will have a better advantage if we take the fight to them while they are figuring out there civil disputes
Warlord 1: Is offering their vast supply of weapons to support the military and police in country 6 who are trying to overthrow their current government. In return I want resources to feed the starving people of my region. In the meantime I will research new methods for the farming of my land so that my people will continue to live until the situation improves.
ONN: Wow I want some of what the warlords in Country # 9 are doing. Lets see one warlord is going to invade Country # 8 and at the same time give up all the territory they were holding. One is going to invade Country # 6 and also sacrifice their position within the country. One warlord wants to invite bureaucrats who plundered another country to come run his forces, I am guessing logical reasoning was not that important in school, and live in a war zone instead of enjoying their fully stolen loot. Beach in country without extradition laws or civil war......decisions decisions.

NOW WHAT?
IT WOULD APPEAR THAT COUNTRY # 9 HAS DECIDED TO CAUSE A FEW PROBLEMS
Country # 1
There is not much we can do until we adjust our budget, but we need to increase our free trade of natural resources to hopefully make those that aren't in agriculture happy until the next election.
We should use the profit from the free trade to increase or help the social welfare situation until the budget can be changed. We can use this money to try and calm the population.
We also want to campaign for the current president so he isn't overthrown by the nationalist leader. The President wants to figure out a plan to regain popularity with the population.
The Air Force Commander wants most of the money the air force has to support Prometheus, the satellites in space. The Army Commander is offering the aid of the troops to help within the country in any way that they can be used. The Defense Minister wants to keep the military strong and prepared because there are many conflicts taking place around us and wants us to be ready if we are forced to get involved. We want to stay away from any conflict and war that we can.
The Foreign Minister and Trade Minister both agree that we need to open up a free trade with country #2 but just a resource trade because they are in massive debt. We should be doing free trade and selling our resources that cannot be used by us. If we can get other countries to buy our resources then we can get resources that we need from them.
ONN: Well it would seem that it has finally struck the leadership that they need to do something or they will lose the election which is coming up. And what do actions do they choose to enact? Nothing...."There is not much we can do". Yep that is going to go over well with the electorate
COUNTRY # 2
After asking Country #1 to trade with us, they agreed. Thus we have a steady import of crops and are offering our industry’s emphasis of energy alternatives. We also hope to trade with Country # 4 and #5 as well if they also agree to it. We would also like to increase tariffs on trade with Country #3, if any exists. Basically, we would like to remain neutral with Country #6 and #9 with little to no interference. However, if neutral trade can be established, such as aiding citizens through trade, we would also like to do that as well, considering Country # 6’s 65% free trade. In addition to our high education rating yielding new industry and technology, we have the natural resources coal, petroleum, natural gas, iron ore, lead, zinc, gold, tin, limestone, salt, clay, chalk, gypsum, potash, silica, sand, and slate to offer other countries. We will continue to push trade as our main focus, as well as remain neutral, until we are able to adjust the budget typo. Basically, we are sticking to our original plan
ONN: Still insisting on calling it a typo, spending 200% of revenue. The trade will be good for them but given the limitations within the system it seems bankers are getting a tad nervous and the interest rate on the recent loan has increased to 10.5%
COUNTRY # 3
When it comes to foreign relations we are going to continue to build our relationship with country 5.Also we want to keep our relationship with country 6 since it is in a time of turmoil we will help them when it comes to trading goods, but we will not get involved in their conflict. Foreign policy is going to remain unchanged for the moment we will continue to be friendly with as many countries as we can. The secretary of internal security is fearful of the civil war crisis in Country 6, drawing closer and closer to our borders. She is working with our military department to stay neutral in the affair, but we are alerting our citizens to be aware of potential warfare. The secretary would like to do all that she can to ensure that Country 6 does not cross into our borders, and is willing to work with our Prime Minister to help support the end to their national crisis. At this time, we are developing a new security program in case lines are crossed and gunfire intervenes with the southern end of our Country. Among other things, we are still meeting with members from the Flems and Walloons, bringing ideas to help reunify the country. Potential changes within the next year include cultural inclusion in education and representatives to serve on Parliament who will work with cultural expansion.
The minister of economy for country 3 would like to discuss ideas and strategies for the future. So far with our new budget and government set up, we are pleased to notice that we are more unified as a state and this is benefiting our economy as well. We did well to allocate sufficient capital into army and defense and into the regulation and reopen our vast trade potential. We are going to implement more programs to offer beneficial support to smaller business and to create more jobs. This will help strengthen and expand our economy. Also, we are going to increase our production of agricultural and finished goods, to sustain ourselves, and also to trade with the other countries. Since country 5 is experiencing a nation-wide strike due to poorly allocated funding for agriculture and farmers, we have decided to use our produced surplus of goods to sell to them. Likewise, country 6 is in the process of a civil war due to their budget crisis. Since their army, navy, air force, and secret police are trying to overthrow the government, we are aware that they will need to import more resources because of the dysfunction of the current situation. We are therefore ready to increase trade with them as well. This way we could earn money on exports and limit our need for exports from other states. Another important strategy which we are implementing as a state is the taxation of luxury goods. This will help to bring in more money to the government, without taxing people who are really affected by the economic recession and not able afford any higher taxes. Examples of luxury goods we will tax would be alcohol, cigarettes, and high priced clothing. Overall, we are on the right track, we will keep working on improving trade between us and other states, and implementing more ideas and strategies to improve out state economy. Last week Beth Bradford who is in control of Internal Security for our country met with representatives from each traditional group to discuss our future plans to unite these two groups. At the meeting each group elected two people to become a representative in our Parliament with a total of four representatives. We also discussed the new education standards for our country and we plan to build more schools in each district with a mandatory “secondary language” class that each grade must take in order for these two groups to effectively communicate. Furthermore, we decided to make a national flag for our country that both groups will use to represent the unity. This is the first task for the newly elected four representatives of Parliament, to make a design for the new flag and discuss the budget plan for the new schools being built.
Militarily in Country 3 we believe it is important to hold strong at home. Our country is surrounded by turmoil with the civil war that is taking place in Country 6 and the governmental take-over in Country 4. This means our country is potentially in danger of being involved in a defense situation. We believe it is imperative that we do not get involved militarily unless absolutely unavoidable. We believe country 3 should strengthen our military to protect the borders and worry about conflict at home.
The agricultural minister of Country 3, has been pleased with the improvements in the agricultural industry of the country with the recent increase in money put towards it. She is hoping the progress continues, and is looking for opportunities to gently push the industry along the road to great success. Glenn recently sat down with the Catholic Church representative of Country 5, and has made negotiations in which Country 5 will get a 49% discount on potatoes and apples in exchange for use of some of Country 5's air force materials.
ONN: It would seem Country # 3 is trying to effective restore their country to become a force in the international system. They are working hard to restore both economic and security stability. As for any potential deal with Country # 5 over air force assets I think there was too much vodka served at that meeting....
COUNTRY # 4
Prime Minister of Country 4: I intend to meet with
representatives from the church to discuss what actions can be taken to improve
the relationship between the church and the government. I will meet with other
members of the leadership of the country to discuss the tumultuous political
situation in the system. I will be meeting with the internal security minister
to try to end the street riots. I will continue to meet with the Economic
minister to lower tariffs and try to increase international trade.
Air Force Commander:: Continue build up of defensive countermeasures to ensure
that no missile or air attack will devastate our nation. Launch spy planes to
fly missions over Countries 6 and 9 to determine their offensive and defensive
capabilities in relation to our national security, not a precursor to an
offensive attack. Continue extensive patrols along borders to ensure no illegal
aliens or hostile forces are crossing into our country.”
Army Commander: “This time the army's participation is minimum. Are mission has
changed from protecting our country boundaries to serving the people and gaining
their trust. Nevertheless we are always ready for foreign attacks (we can use
weapons other countries don't know we have) in case any of the other countries
try to take advantage of our internal situation. I think this time I can't offer
you more, unless the minister of defense or you decide something else.
Internal Security: Our internal security is going to
continue our current plan to take out the organized crime, we are currently
taking out the leaders of the organized crime and gathering information from
them through interrogations. We are also finding ways to monitor the other
country’s actions such as satellites and war moves to make sure our country is
safe from outsiders and invasion.
Agricultural/Church representative: I would like to continue the fundraising that
is going toward our welfare system, all the while trying my best to listen and
keep the farmers happy as they are contributing to this situation.
ONN: Its nice to know that the internal security organization is now getting into the business of foreign spying, that is very interesting. To the leadership I have one question what riots? There are massive demonstrations but no riots, or are you classifying the actions taken by the people as equivalent to riots? Lets see the army serving the people and gaining their trust through actions but still fully protecting the borders, there is a small lapse in logic there either that or I am missing something.
Orthodox Church: Due to the lack of response by the leadership the Church has issued a call for the resignations of the political leadership...
COUNTRY # 5
Appears to have taken a status quo approach.....
We would like to country 6 to help us out by providing some agriculture for the time being. We will also agree to them supplying us with irrigation in return for crops.
The military is worried about external attack
ONN: The leadership of Country # 5 is having a tough time getting a deal fully in place with Country # 6 due to the little civil war there...
COUNTRY # 6
Internal Security: Is working on uncovering and isolating the rebels. My forces are taking the rebels into custody to be tried. Anyone found inciting violence or propaganda against the government is immediately arrested. Anyone within the internal police forces who shows sympathy toward the rebels is dealt with immediately and decisively. While using the majority of my forces in the rebel areas, I still have sent forces to insure the security of our borders.
ONN: Lets see, there is a civil war going on and the government has not yet completely jumped on it and due to this inaction and the actions by the internal police some more people are being driven to accept the rebels. Plus internal security is going to send some of their assets to the borders reducing their effectiveness in combating the rebel forces....
COUNTRY # 7
We are going to attempt to work towards peaceful and friendly relations with Country 2, and possibly becoming neutral and later allies.
We are going to strengthen our border defenses, especially with the border with Country 8.
Increase domestic funding:
ONN: Stating that you want to become more friendly with a nation is a very very very long way away from actually being neutral or allies with them. It looks like the country has already staked out the budget priorities for next time. I wonder if they will actually follow them?
COUNTRY # 8
Opistan requests aid for the refugees and civilians injured in the heinous war crimes committed by Warlord #3. Food and shelter is needed.
Some nationalism has emerged but there is also resentment as a significant number of people are not getting help due to the lack of effective bureaucracy which is countering some of the increase in nationalism.
There has been complaints in the media about the government's use of the military to hide failures domestically
The coastal cities selected for revamp by investors are well underway, with security forces hired by private investors to protect against any insurgency operations. These resorts will be top of the line, with secret funding from shadowy investors flowing in.
The full military might of Opistan has been ordered against Warlord #3, all of his territory, holdings, and military forces. This is retaliation for his unprovoked and savage attack against the civilian population of southern Opistan. Opistan has no intention of holding this territory or making it their own. We don’t see the need in assimilating a long stretch of desert wasteland. Opistan is not in any way hostile towards any other warlord; we are simply exacting retribution for Warlord #3’s aggression. Once he has been conquered, Opistan will withdraw from Country #9 completely. However, if any warlord shows aggression toward Opistanie forces, they will meet with the same fate as Warlord #3.
This attack has gone quite well with Warlord # 3's forces taking a beating. However the attack into Country # 9 has united several of the other warlords against the incursion. There has been heavy fighting between the army and these forces. Significant amounts of material are being used to engage in this campaign.
ONN: The leadership of the country is looking at their country only superficially, they need to more closely look at the foundations of the country to see what cracks are developing. The bureaucratic situation is not getting better as it is taking even longer to get the replacement group on line. The invasion into Country 9 has been very successful in attacking Warlord # 3 and doing significant damage to their organization. To launch this attack forces had to be stripped from other parts of the country. Given the reaction from other warlords, more troops have been dispatched to finish the action.
COUNTRY # 9
At the moment, we cannot do anything as a whole, due to circumstances that keep all the warlords from uniting (i.e. the warlords). So, we have decided to split up and begin wreaking havoc across the world. We want everyone else to feel our pain.

ONN: Well that is pretty blunt.... and being pretty damned effective right now. The instability in the region has caused the price of oil to increase by over 30 dollars a barrel.

Has shifted resources out of agriculture and to social welfare. However the shift does not seem to be bringing up levels of support....is it too late a move by the sitting president? Will they still be president after the election occurs or will they have they knowledge that they and their government failed completely and totally to maintain a strong economic position to help win the election.
Beyond the budget the government has adopted a status quo stance.
ONN: Our political analysts have been surprised about the inability of the sitting president to make a bigger splash in the race. Unless they do something amazing they are going to lose and suffer public ridicule.

Is doing nothing else but the budget.....
The country in its first budget round since the debacle which was typogate has made a few changes. First they increased the tax rate within the country by 1%. This as you can imagine has pretty pissed off the population, having to pay more taxes to deal with the absolute in competence of the sitting government. A greater percentage was shifted into social welfare away from industry. A significant larger percentage of the states budget is now going to debt servicing. The increase in revenue plus the more cash devoted to the note has kept the rate at a simple 10%.
ONN: I guess the government is doing nothing else besides trying to address the budget crisis and pissing off their constituents with higher taxes. Good luck in that next election.
COUNTRY # 3
ONN: Well it looks like the leadership of Country # 3 still did not learn how to correctly do the budget. I wonder what is going to happen to the 15% of resources that could have been devoted to domestic spending and the 85% of resources that could have gone into military spending. Hmmmmm maybe somebody in the leadership is stealing it and keeping it in offshore accounts. You don't think any politician would leave that kind of money just sitting around in a bank account as a rainy day fund do you? Or worse yet not even realize they have a significant part of their tax revenue doing nothing to help their country.... But I guess it must be whatever the country's leadership is drinking. They seem to think that country 9 is selling oil and that they can manipulate its prices. Is somebody forgetting to clarify the moonshine?
We are expecting to see some difficulty of a mild drawback in trade because of country two’s intent to increase tariffs on goods we export to them. This will affect our economy, because we are considering cutting trade with them altogether if they proceed.
"Our country has almost finished building the new schools throughout the country. There are four lower-level schools (two in the north and two in the south) with two upper-schools (one in the north and one in the south) and a central university for all to attend. At the lower-level and upper-level schools each student has to take a mandatory second language of the other traditional group’s language in order to communicate in the future."
ONN: In a special report the analysts at ONN have made a shocking discovery. With roughly 1.2 million people of school age in the country they have create a grand total of SEVEN new schools to funnel all students through. So lets see that means they intend to put 150,000 students at each of the lower level schools. 150,000 at the each of the upper level schools. The final 300,000 will then be put through one large university. Do they even have enough land to build institutions that big? Have they built into the center of the earth? Are they reducing their number of citizens to get them all to fit....... I REALLY WANT TO KNOW WHAT GOES ON DURING THEIR CABINET MEETINGS!!!!!!!!!!!!!!
In the latest budget, we increased what was allocated to internal security, in preparation for defense from outside conflict.
While money has again been advocated for the air force the money will not get anything flying again. No training etc is being carried out. The country would be hard pressed to defend themselves versus one division of troops or any of the warlords in Country 9.

The government in its "benevolence" has decided that increasing social welfare to 20% of domestic spending would be sufficient while keeping support for high tech industry at 19%.

Now that the Church has more money, we should be able to negotiate with them in the sense of agreeing to settle down the protesting and requests to overthrow the government. We will provide education centers giving top quality education to every citizen free of charge. Programs will be offered for adult education as well for individuals wanting advanced degrees. We are also interested in discussing with Country three about the possibility of opening their boarders for trade.
Prime Minister
This week as Prime Minister of Country 4 I intend to oversee the changes in our social welfare policy that will arise from the increased budget. I will also meet with representatives from the church to try to reconcile the social turmoil that was brought about by the unfortunate budget mistake that was made by the leadership. I will meet with the economic minister and the industry/agricultural minister to discuss ways to increase productivity.

welfare system in country four, drastic actions may no longer need to be taken
to raise money to put toward the system. Although the budget has been fixed i
will still continue to ask the farmers to continue contributing to volunteering
their products to go toward good causes such as orphanages and the poor.

I will continue talking to the Catholic Church in attempts to soothe them
against our government and talk them through the new budget in hopes that they
will be pacified with the amount put towards the welfare system. I will also try
and talk with them about just what they would want to see our government do
better, and what we can do to better keep the peace among the country.
Internal Security
As leader of internal security, I have been putting the eradication of organized crime at the top of my priority list. We have made a great deal of progress in that effort, taking many of the “big bosses” in to custody and questioning them to get more information about their operations. We have yet to completely take out the organized crime because we will need assistance from the church for that, and our government is still working with the church on other issues. After those issues are settled, I plan to talk with them to continue moving forward in the complete removal of organized crime for our nation. In addition to these plans, I am, as always, monitoring any and all security threats, both internal and external, and making sure that we are not left vulnerable to any attacks.
Air Force Commander
Due to the attacks by country #9 wreaking havoc in our neighboring countries, we have moved defensive measures such as anti- missile defenses and fighters close to the border and will shoot down any plane that are not deemed “friendly”. We will take up the slack in the lack of ground forces guarding the border by using extensive helicopter patrols and shooting anyone who enters the country illegally. Security is our top priority at the moment. We will also continue spy missions over adjoining countries to get a better idea of the their threat level.
Army Commander
The church is asking for a change of government, is that part of their duty? What is wrong with all our humanitarian service given by the army? I think the problem is not in the church in general, it has to do with the leaders behind it. This sounds to me like somebody is trying to boycott our government, we have been trying to change, but the church has not making any efforts. Church leaders don’t you see you are dividing our country? Is that what you want? Well the army will continue to work with the people; because is the people itself we care about (regardless of their religion) and Mr. President all religious centers will be guarded for safety.
SEE DECLARATION TO THE PEOPLE
ONN: HOLY C*%P, the Orthodox Church has declared itself the legitimate secular authority in the country. Most if not all of the armed forces and internal security have begun reporting to them and ignoring the upper level leadership. The bureaucratic agencies controlling the country's resources have also begun reporting to the Church. The budget has been declared null and void and significant new monies are now flowing into social welfare programs across the country. The military is being redeployed to protect the country's borders and all demonstrations have ceased to occur.
COUNTRY # 5
We will trade with Country #2. They just need to let us know what they want and what we will be getting. We found out Country #9 raided our country. We discussed taking action against them. The Army has increased their control. Ground units have been place throughout the country and are prepared to protect if the raids continue. There was some miscommunication from Country #3. Country #5 was not aware of trading apples and potatoes for air force…we don’t think this is a fair trade. (Glen?!?? We don’t have a Catholic Church, thanks though). We are more than willing to help Country #3 out, but we would like to meet to discuss a different trade agreement.
It is the army’s top priority to protect our borders. We would like to continue to support allied countries if called upon. Army has increased their control. Ground units have been place throughout the country and are prepared to protect if the raids continue. We want to monitor our skies because there is possible war in surrounding countries. We do not have enough air force to be trading with other countries. We will be on high alert because of raids.
We would like to develop an economic surplus at some point. In our new budget, we gave more money to agriculture in order increase exports and keep our farmers happy.
LEADER OF THE COUNTRY: I want to make sure that country is satisfied. I want everything to stay calm and civil but if it will not be like that, then we will take necessary action.
ONN ANALYSIS: Well it looks like the leadership of Country # 5 has been drinking too much potato vodka. I wonder what is going to happen to the 20% of resources that could have been devoted to domestic spending and the 80% of resources that could have gone into military spending. Hmmmmm maybe somebody in the leadership is stealing it and keeping it in offshore accounts. You don't think any politician would leave that kind of money just sitting around in a bank account as a rainy day fund do you? Or worse yet not even realize they have a significant part of their tax revenue doing nothing to help their country.... But I guess it must be whatever the country's leadership is drinking, that potato vodka will rot your mind over time.
ONN: The farmers are happy they are getting more support in the budget but EVERYONE in the country is VERY upset that the government decided not to spend the tax money they are being forced to pay in. This has again underfunded the military which is using up lots of resources protecting the borders from raids.
COUNTRY # 6
ONN: Here is the list of things that Country # 6 thinks its doing.......
We will enter into operations to collect on our debt from other countries, if necessary, by imposing a tariff of 40% on imports and exports.
We will intensify the actions necessary for dealing with and suppressing the civil war. We plan to isolate rebel leaders, execute them, and use them as an example for the other dissenters to discourage such anti-nationalism actions. We plan to do whatever it takes to end this dispute.
We will investigate the spy planes being sent over our country.
We will retaliate to the fire we are taking from Country 9. Heavily.
We will execute the warlord from country 9 that planned to invade our country if we find attempting to take over or encourage the civil war.
We will enter into negotiations with country #5 to increase trade for agriculture and food resources, before we deplete our resources.
ONN: What is now actually happening, the government is now fighting for its life. Given the length of the rebellion, more people are beginning to side with the rebels due to the governments inability to protect the country from the incursion of 3rd world infidels. The civil war has expanded and there is now fighting in the cities with significant damage being done to the country's infrastructure and manufacturing base. The situation within Country # 6 has deteriorated significantly.......there are not legitimate questions about the ability of the government to survive.
COUNTRY # 7
Continue to strengthen borders.
We are sending a peace ambassador to Country 2 to increase peaceful relation with them and begin the process to becoming allies. For:

The country has dropped its tax rate and is bringing in less revenue and it has increased its spending on domestic activities. It however has NOT increased social welfare within the country. The military budget has been cut and even less money is being devoted to a military build up due to less tax money coming in.
ONN: I am thinking that the people of Country # 2 are going to be a little surprised about this and pretty damned unhappy.
COUNTRY # 8
Declare victory against Warlord #3. Pull troops out rapidly and in good order, being sure to have a rear guard preventing any devastating sneak attacks by guerrilla fighters. Destroy anything useful for his war-making capabilities on the way out. Build quick reaction bases on the border with Country #9 to destroy any more incursions before civilian casualties are sustained. Place all troops on high alert in the country in case of assault by another.
A new board has been created by the government. Their objectives are to take the new funding for social welfare and put it in the most useful places. The board is headed by the domestic bureaucrat and filled with those leaders deemed trustworthy and known to be bi-partisan and equal in their policies. The funding will be spread to those areas most in need. The Troika has agreed this is the best way to serve all their needs.
The coastal resort cities have finished. Tourists are now allowed in country, although only in the heavily guarded cities. The private corporation owning these resorts has also invested in a multi-national security force to secure not only the cities but the coast lines around it.
There has been a MAJOR increase in the amount of spending being devoted to the domestic realm. To increase social welfare spending so dramatically money was taken from the military. A major shifting of resources has occurred within the defense budget with the army being given nearly three quarters of the entire military budget, this allows for complete funding of the army and replacement and upkeep for all units. To facilitate this Country # 8 is engaging in deficit spending, spending 106% of their budget, so to do this they have had to go into the international system and borrow money. However at the same time they have reduced their debt servicing to ZERO. They have therefore defaulted on all outstanding loans whose interest rates have now ballooned, all international banks and called in their loans to Country # 8. All access to the international monetary markets for Country # 8 have now been closed.
ONN: Wow.....deficit spending on the budget and then refuse to pay their debts off. That takes some moxie. Things could get very very very very interesting for them now that they have pissed off every major financial institution in the world and probably most of the other states in the world who they owe money too. Plus now they have this little war thing going on and wars tend to be really really expensive. I wonder if the government elite here have been enjoying too much of the cartel's product????????
COUNTRY # 9
After reviewing the recent updates concerning relations with the countries around us, we have decided to stick to our original plan of splitting into two separate groups in order to invade our opponents. When discussing this idea, we found it necessary to have one Warlord stay behind and stabilize the economy, mechanical capabilities, etc. These factors and many others are pivotal and must be initiated immediately. With what weapons we have we hope to achieve power and respect.
Position 1: Warlord # 1
To the leaders of country 6: I will help take out the rebellious forces of the civil war in exchange for agricultural tools. I will launch small raid attacks on the rebels using guerrilla warfare. My people remaining in country 9 will continue to try to develop farming their land for food as well as stabilize the economy.
Position two: Warlord # 2
I am going to continue to build up my civilian police force separate from my military. As well I am sending more troops and supplies to country #6 to support my military there, which leaves roughly a quarter of my original armed forces at home.
Position three: Warlord # 3
I want to continue what I am doing in country 8. To my understanding I believe that I lost a lot of firepower this past week. No matter, I am still going to keep pushing forward.
Position four: Warlord # 4
I wish to continue my rampage through country 8. I realize that more troops have been sent in retaliation to my actions, and I do not wish to retreat because I feel that with the help of the other warlords that are attacking country 8 also, we can cause more damage and weaken them to a state of defeat. I will be guiding my troops through country 8, while staying in contact with my followers left in country 9.
Position five: Warlord # 5
In my plan of attack I wish to continue invading country # 6 along with my loyal members in the hopes of obtaining multiple necessities, such as food, weapons, medicine, and any other supplies that could be of any help to our people, and immediately sending what we can back to country # 9. This will send aid to our people and boost the economy as much as possible.
Position six: Warlord # 6
My main course of action is to secure the country from the inside. I will continue with the sweeping of the country (sending in Militia to subdue resistance and then follow them up with the policing force, indoctrination and recruitment. This will be swifter and more effective because of the trade agreement with country 8. I will use the specialized camps to train the militia with new weapons and the mechanized equipment while having my own mechanics and what few educated people I have to study the mechanical and inner workings of the equipment.
The bulk of the forces will be used to secure the major city on the coast and the oil reserves. This can be accomplished by using the new equipment and training received from country 8 and utilizing the river and the more easily traversed terrain around it as a high speed avenue of approach. This will allow my forces to move faster than any competition and combined with new weapons we will be able to attack more forcefully than any other warlord still in country.
If the faction gains control of the country there will be a flag made to help unify the people, the council of advisers from each of the villages will meet in the city to discuss the future and how the country will develop. After the oil reserves are secure then we will start large drilling operations to help stimulate the economy and lessen the attention of other countries on 9 by stabilizing the price of oil.
If the sweeps work with the new equipment and the country does come under my control because of the outward migration of the other warlords than the following budget will be administered using the representatives from each village and the major city.
Position seven: Warlord # 7
My plan of action is to join Warlord # 3 and Warlord # 4 in the strike against country # 8. Merely by leading small skirmishes, setting fires to buildings, and destroying crops. I am pulling out of country 5 because I think I was the only one there. I’m not sure of how I ended up there in the first place…
ONN: Wow, one warlord cuts a peace deal with Country # 8 and three other ones decide to attack it or continue attacking it. Unfortunately for Warlords 3, 4, and 7, the forces of Country # 8 were ready for you. They have been receiving new supplies and updated vehicles and are doing a VERY good job about killing many of your forces. Warlord 6 is not getting the elements they expected from their peace deal with Country 8 as those resources are being used to fight the growing incursion into Country # 8. The two warlords who entered Country # 6 are doing pretty well due to limited resistance as the government and rebel forces are focusing much more on killing each other. Since most of the military forces that were once fighting over the country resources have been removed from the country....it really appears ripe for the taking.

COUNTRY # 1
“Today we have elected a new President of our nation. The regionalist leader, Keri Gregory, has become our Chief of State much to the joy of the majority of the population. The cabinet of the past President, has given full approval to Gregory. Gregory has also decided to keep the cabinet and department heads as they are. As such much of our government policy will continue to be the same in most areas.”
Our nation is optimistic with the new leadership and public opinion of the government is up.
We continue to strengthen our economy through free trade with struggling countries needing resources and supplies and the past government programs with agriculture have increased crop production, sell of excess food products, and thus exports and cut down on unnecessary imports. The supply of grown products have increased nationalism and made our country stronger. Also as a result of trade, we have begun to mend some of the broken bonds we had between other countries. Through trade, we have increased international cooperation.
With the new budget we have continued the maintenance of our air and naval forces. We have also given more funding to our army to bring it up to the same level of excellence as the rest of our military through new training programs, increased recruiting, and more advanced technology.
To assist Country #9 we continue to send food to the general population ravaged by fighting and war in the area.
We have begun a program to increase the number of more fuel-efficient cars, vehicles that run on alternate forms of fuel to help in our dependence to foreign oil. We are also discussing the decision to drill oil off our coast. One of our natural resources is a form of nuclear material that also can be used to invent a new form of fuel.
In response to the announcement by the Holy Orthodox Church of Country #4, we will continue to remain semi-isolationist in stance unless we are threatened. We will go ahead and say however that if people begin to be oppressed, hurt, or killed in response to this declaration we will step in because as a free country we do not support the oppression of free peoples and any type of apartide or ethnic cleansing.
The foreign policy minister, continues to build relations with our trade countries and delegate supplies to the citizens in Country #9.
ONN: So Country # 1 is assisting the Warlords of Country # 9 in being able to attack other countries in the world. Yeah I would be real happy if I were one of the countries getting attacked. That's really good threaten a large country with nuclear weapons, yeah that goes over well.
COUNTRY # 2
In response to Country # 7 who is sending peace ambassadors to our country, we deny their proposition for becoming allies. We do not want a dominant religion and would like to remain neutral with the country. Due to our limited farmland and surplus of educated citizens and technology, we would like to export our technology in exchange for agriculture with Country #5.
We are seeking to gain more popularity towards actions of the country by strongly focusing on welfare and what the people want, despite the first budget that led to monetary disaster. We are continuing to remain neutral and open up trade with anyone who accepts. However, we want trade. We do not want war or religious groups bothering domestic affairs.
ONN: Hmmmm wars are going on, people are pissed off, an enemy tried to start calling themselves an ally so what does country 2 do? Sit in the corner twiddling their thumbs. Speaking of pissed off people, there are a large number of people out in the streets demonstrating, asking for the government to resign due to incompetence.
COUNTRY # 3
Country 3: The overall game plan consists of watching Country 2 to see if it follows through to raise tariffs on trade, staying out of Country 4’s issues, and increasing defense and security. The school dilemma is being thought over and revised, and agriculture production is making a slight increase. We are also establishing how the “missing” money from our budget will be divided.
Trade Minister: As trade minister we are currently not experiencing any new trade agreements. We are still waiting to see if country 2 is still planning on raising tariffs on trade. If they are still planning on continuing along with this plan then we are looking to temporally abolish trade with them! We are not wanting to get involved with county 4's issues with the church however if things start to calm down we would be open to a trade agreement!
Internal Advisor, Worried with the rising conflict in surrounding countries, I have spent tireless hours working with the military to ensure domestic security. I am fearful of my fellow staff members as they seem more focused on domestic problems and less on the foreign wars at hand. Not one to be concerned with foreign dilemmas, with the uprising from the Orthodox Church and constant invasion from Country 9, I feel our newly restructured government and country is at the hinge of collapse. I wish to use every possible dollar in the military budget to tighten our defense. I want strict border control, not leaving a mile untouched by our men. I am hoping that with our newly reformed air force, we can start actively patrolling the sky. Taking a step back from our Prime Minister and other government officials, I am personally promoting peace and isolation in all aspects of the current state of the world. Taking an inward look at our educational dilemma, I am going to sit down with the prime minister, the elected Educational officials and members of the local school board to reconsider the idea for building new schools. Instead, I hope to install a stronger, more in depth program beginning at the grade-school level of language mastery. I believe that if children grasp the fundamental knowledge of the opposing language at a younger age, our country will face less internal dilemmas in the future. I would also like to work with our budget and the surplus and hopefully be able to expend that money to more domestic programs, specifically welfare programs across the state.
Economics: I would like to arrange a meeting with the economics and trade ministers of country 5 to clear up this misunderstanding we have encountered. With regards to our surplus of money unenclosed in the budget for this season, we have been taking into account which areas we could focus that money on. The school system: apart from building more schools, we are also going to apply this new program and curriculum to existing educational institutions throughout the country. This is a strategy to educate our split society of the other’s culture and language in efforts to unite. We are aware that country 5 would like to trade with country 2. We are giving out an invitation to negotiate with countries 2 and 5 on passage through our country for reasons of their trade.
Military Minister: Our military plan of action is to strengthen our defense system so that we are properly prepared for a military strike against our country. Countries all around us are beginning to crumble within and we need to be prepared in case they decide to do something crazy. We will not look to go onto foreign soil with our troops. We are not concerned with sending troops to aid other countries. Country 3 doesn’t have the funds to get into war with other countries, especially when it doesn’t concern our own state of well being.
Agricultural Minister: Because of the threat of possible invasion from country 4, 6, and 9, we have decided to try to increase production of our resources so that we will be prepared with food and provisions for the nation. However, there is concern that if invasion occurs, the agricultural fields will be picked clean of all food and then destroyed. Therefore, I am working with the Minister of Internal Affairs to raise awareness of this possibility.
Foreign Minister: We need to continue in a sense singing kumbaya, as long as we maintain relations we can maintain peace for ourselves. We need to try and get some official peace treaties or at least consider them to ensure our security. Besides that no drastic changes need to take place in this department.
ONN: I am not sure what Country # 3 wants although from the sounds of it they are not sure what they want either.
COUNTRY # 4
ONN: I guess they are praying??
COUNTRY # 5
Our budget got a little messed up but nobody in the government is taking it. We have decided to put the extra funds in a separate account to start forming a “cushion” for back up protection of our country. This money could very well end up being put towards our military in order to protect our country to the best of our ability.
Each positions actions:
(Army) – The Army will be using portions from this cushion fund to further equip and sustain the military present in country five. Our main goal is to secure and protect all borders. With riots on the rise in our neighboring countries, we are being cautious of border activity. We will protect country five and the citizens within it to the best of our ability. With reallocated funds we will be able to increase boarder control and ground control as a whole. The Army wants the people of country five to feel safe and confident in their military. As a country in the center of the action, we are aware of the risks that come with our location and are taking action to protect the land.
(Economics Minister) – This mess up in our budget will go to start a cushion for our country. A portion of that money will go directly to the military at this time. The military needs to be our main focus at this time because of the wars going on now.
(Agriculture Minister) – We want to still discuss trading options with other countries. We are definitely glad our farmers are satisfied!
(Foreign Minister) – We need to make sure we plan to strengthen the military. Country 9 is on the prowl and we should be expecting them.
(Air Force) – We want to monitor our skies because there is possible war in surrounding countries. We will be on high alert because of raids from Country 9.
(Industrial Minister) – We need to make sure the money allotted to industry is being put to good use. We are trying to strengthen industry in our country so we can start trading more with other countries.
(Defense Minister) – We need to prepare as if Country 9 will attack us.
(Prime Minister) – Okay, we admit, we screwed up. We will make sure that our extra money gets put to get use and gets allotted to the military to help with the craziness going in the world right now.
ONN: Being able to say your sorry after completely screwing up the budget, now that takes moxie. There are some demonstrations and protests about that and the talk shows are just killing the government for their incompetence. For once farmers and business are working together, a joint protest of interest groups brought together these different elements to protest the government. The business groups have brought forth tar and the farmers have brought forth chicken feathers and are demanding the right to tar and feather the country's leadership.
COUNTRY # 6
Since our plans to end the civil war have so far been too gentle, we are waging a full-blown government take over. We will assume the authority to allocate every citizen’s rights, property, and proper actions as we see fit. Any citizen still in rebellion will be executed immediately. We will no longer tolerate dissenters, and plan to eliminate them completely regardless of the cost.
We will utilize our own resources to annihilate these rebels, whatever is necessary— tanks, air forces, ground forces, etc.

What are you doing?
Put in alliance plans to gain much needed aid in the war times to come in our country. I will seek to gain extra resources and help to destroy the rebels thoroughly.
Organize our side’s strategic plans for Civil War victory, personally executing every rebel leader I can find along the way.

Use the planes and weapons at my disposal to eliminate rebels, and sorties are being launched against the annoying Warlords.
Army Commander
I will use the resources available to my troops to destroy the rebels. Troops are also being dispatched to deal with elements from Country # 9
Navy Commander
I will aid in the destruction of rebels by providing extra troops for the internal police at the borders and for the Army and Air Forces.
Internal Police
I will use my forces to guard our nuclear weapons and our stockpile of food from the rebels.
Economics Minister
I will organize rations for loyalty pledgers. I will begin to transfer funds from our general high-tech and heavy industrial budgets to begin producing weapons in our factories.
Agriculture minister
I will hoard the resources and food from the rebels.
ONN: Well its about time, the leadership of Country # 6 has finally shown some backbone and gone from tolerance to absolute bloodshed. In terms of the number of executions being held per day, they are now giving the Aztecs a run for their money. The fighting is pretty significant but with the full weight of the country being turned on the rebels, large swaths of them are being killed. Blood is running through the cities and the purges are being very very effective for those who have supported the rebels. There is going to be a significant population decline within the country. The military forces deployed against the warlord incursions are being fairly effective.
COUNTRY # 7
We are going to strengthen our forces on the border with Country 4.
We are not going to allow forces from Country 4 (the Orthodox Church) into our borders.
We will defend our religion because Islam is the light to salvation and paradise.
We have begun communication with Country 8.
We are going to cut off all oil shipments and trade to Country 4 until diplomatic relations can be set up.
ONN: My my it would seem that one annoying theocratic state is suddenly very concerned about the emergence of another theocratic state.
COUNTRY # 8
Opistan is entering into negotiations with Country #7 in multiple facets. A military alliance has been formed to protect against anti-Muslim parties. A line of credit has been extended for the time being from Country #7 to Opistan. This credit will be used to assist in the deficits created by defaulted loans. Tariffs between our countries have been eliminated, allowing for cheap trade between us. Further melding of our countries is still on the table.
Tax revenue from the port cities is also assisting in the deficit. A new, highly taxed, and well defended OpiYums factory has been built near these cities.
Social services have not been reduced even with the budget fallout. The new budget still stands, with the internal council pushing new social reforms and spreading the money meant for social services where it is needed.
Taxes are increased slightly, with the new social services there is need for a small bump. This is to prevent the loss of new services.
Military forces are being evenly distributed between the southern border and new bases being created in the northwest. Advisors and planners are being sent to Country #7. All troops on the southern border are still on high alert. Arms and some training are still being supplied to the new leader of Country #9.
ONN: There is no new leader of Country 9. I think somebody is jumping the gun just a bit. It sure looks like Country 8 is concerned about someone causing problems for them from the east.
COUNTRY # 9
We as a group are still split into two sections attacking countries number six and eight. Although our plan was somewhat successful the warlords in country number eight have decided to pull out and begin to attack country number 6. We believe that this will be quite successful. Along with pulling out of country number 8 we have also decided to set up barriers in case of attack.
ONN: Well it was good of the warlords to transfer their attack to Country # 6, just in time to see them run into an active army and air force. Casualties are extremely heavy and the army of Courtry # 6 does not seem to be in the mood to take prisoners at the current time.
